According to transfer expert Romano, Arsenal's 14 million euro offer for Moscarat was rejected and a new offer was required.

Romano wrote: "Moscarra's plan remains clear: despite Valencia's new contract, he still wants to join Arsenal's project. Focusing on negotiations with Arsenal, personal terms have been agreed upon. After the first offer of 14 million euros was rejected, a new offer was required."

21-year-old Moscarra played 37 times in La Liga last season for Valencia, and Germany turned 30 million euros. The player's existing contract with Valencia will expire in 2026.
